As Ukraine girds for the third year of full-scale war against Russia’s invasion, its leaders find themselves battling on a new front: keeping allies’ attention. Since Hamas militants attacked Israel on Oct. 7, prompting an overwhelming response in the Gaza Strip and beyond, Western attention has shifted to the Middle East. Diplomats and military officials are now even more focused there as the U.S. and U.K. retaliate against attacks on shipping and naval escorts by Houthi rebels allied to Iran.

Ousted Ukrainian President Viktor Yanukovych made his first public appearance since disappearing last weekend. At a press conference in Rostov on Don, Russia, Yanukovych struck a defiant tone. Photo: APThe European Union will recommend on Wednesday that the bloc begins membership talks with Ukraine soon, boosting President Volodymyr Zelensky , who has made EU accession a central goal. Even though membership talks would take years to complete, a positive EU recommendation would offer Zelensky and Ukraine rare good news at a tense time.

Chinese leader Xi Jinping and French President Emmanuel Macron meeting in China last month. Photo: Jacques Witt/Pool/ReutersSome U.S. and European officials said they believe that Ukraine’s planned spring offensive could pave the way for negotiations between Kyiv and Moscow by the end of the year, and that China could help bring Russia to the table. The willingness to encourage negotiations and seek out a role for China in talks represents a shift in Western thinking, particularly in the U.S., which has been highly skeptical of any involvement for Beijing given China’s longstanding support for Moscow. Secretary of State Antony Blinken publicly expressed cautious optimism recently that Beijing could help defuse the conflict.
Inspectors from the United Nations’ nuclear agency visited the Zaporizhzhia nuclear-power plant last year. Photo: Yuri Kochetkov/ShutterstockThe United Nations atomic energy agency is racing to prevent Russia’s war in Ukraine from endangering the Zaporizhzhia nuclear plant, Europe’s largest, as fighting nearby intensifies. Artillery fire and explosions now ring out nearly every day at the six-reactor plant that sprawls near an active front line and is occupied by Russian security agents.
Chinese Foreign Ministry spokeswoman Mao Ning said China respects the sovereign status of the former Soviet republics. Photo: Andy Wong/Associated PressChina said that it respected the sovereignty of former Soviet republics, seeking to contain a diplomatic uproar after Beijing’s ambassador to France appeared to question their status under international law. Chinese Foreign Ministry spokeswoman Mao Ning said there had been no change in Beijing’s position after three Baltic states—Latvia, Lithuania and Estonia—said they would summon Chinese officials over the ambassador’s remarks, which suggested that the former Soviet republics weren’t legitimate.
The U.N. Security Council includes five permanent members—the U.S., Russia, China, France and the United Kingdom—as well as 10 nonpermanent members. U.S. allies are considering denouncing Russia’s arrest and detention of Wall Street Journal reporter Evan Gershkovich in the United Nations Security Council Monday, when Russia assumes the rotating monthly presidency of the body. Mr. Gershkovich, 31 years old, was detained March 29 while reporting in Yekaterinburg, more than 800 miles east of Moscow. Russian authorities have accused him of espionage, which the Journal and the Biden administration deny.
President Biden meets with European Commission President Ursula von der Leyen at the White House in Washington last Friday. The Group of Seven advanced democracies want to keep the price cap on Russian crude at $60 a barrel, according to people familiar with the matter, thwarting hopes in some European capitals of tightening the Western sanctions this month. European Commission officials warned the bloc’s member states about the G-7 position, saying that President Biden had told European Commission President Ursula von der Leyen in the Oval Office of the White House last week there was no appetite in Washington for adjusting the oil sanctions, according to the people familiar with the matter.
IAEA Director-General Rafael Grossi, wearing tie, arrives for his meeting with head of Atomic Energy Organization of Iran Mohammad Eslam in Tehran Saturday. Iran made fresh promises to increase its cooperation with the United Nations atomic agency on Saturday, but International Atomic Energy Agency chief Rafael Grossi returned from Tehran with no breakthrough over a series of Western concerns about Iran’s nuclear activities. In a press conference on his return, Mr. Grossi said Iran had promised to allow the agency to reinstall cameras and other monitoring equipment at several important nuclear-related facilities. Iran removed the equipment last summer.

Behind the decision to sharply step up Western military aid to Ukraine lies a worry in some Western capitals that time might be on Russia’s side. That concern suggests the window for Ukraine isn’t indefinite and it needs powerful Western weapons—main battle tanks, other armored vehicles and more air-defense systems—soon to reinforce the momentum it achieved in offensive successes around Kyiv, Kharkiv and Kherson last year.
Senior U.S. officials have begun nudging Kyiv to start thinking about peace talks in the event winter stalls its momentum, following Ukraine’s recapture of Kherson in one of its most stunning triumphs of the war. The imminent onset of winter—coupled with fears of inflation spurred by mounting energy and food prices, the billions of dollars of weaponry already pumped into Ukraine, and the tens of thousands of casualties on both sides—has prompted talk in Washington of a potential inflection point in the war, now in its ninth month.
